Who Really is to Blame for the Gulf Oil Disaster?

Who is to blame for the oil spill off the coast of Louisiana in April which resulted from an explosion on an offshore rig and cost the lives of eleven (11) workers? Was it the oil company or its drilling contractors or was it the United States Government?
A ban on offshore drilling was legislated in 1981. The object was to avoid disasters such as we are now seeing oil spewing out of the Gulf on the beaches of the Southeastern United States with threats to Cuba.
Despite his father's support for the ban on offshore drilling, President George W. Bush lifted the ban, fully knowing the hazards involved, when the United States was facing inflated gasolene prices?
It is my opinion that the government is fully responsible for their actions to lift the offshore drilling ban. They fully realized the hazards off offshore drilling but took insufficient action to defend against a monstrous disaster like the one we are now witnessing.
In March of this year, President Obama opened more areas for offshore drilling. He quickly reascended the order when the Great Oil Spill occurred in April.
While President Obama was against offshore drilling during his campaign, McCain was for drilling wherever we had to lesson our dependence on foreign oil. That pleased the environmentalists who helped President Obama get elected. What Obama said during his campaign has not reflected on his presidency.
Knowing the hazards of offshore drilling, the government took insufficient physical action to provide the Coast Guard, the Corp of Engineers, and other such can do organizations equipment and strategies to cope with a major spill.
The method of the government is not to support companies and help them solve problems of national interest but to fine them. Whenever they can add money to the government's coffers by leveling fines, they do it. They think that is a deterrent to disasters.
The fact is that hazardous operations fail at times. This is despite care in engineering and construction and employee training. The government provides a great military organization capable of destroying all of mankind to protect us from real and imaginary attacks by potential enemies. How about other threats?
The Government was not ready for Katrina which devastated Louisiana and surrounding states. Now they have taken action so that will not happen again, but we have had oil spills before with disastrous results and the Government did substantially nothing to control a major oil spill.
President Obama has done all he can to blame British Petroleum for the spill in the Gulp. He is just covering his own derriere, having opted to expand offshore drilling in March. The Congress is setting up their investigations that will drag on for months. Meanwhile they will continue to harass British Petroleum executive so that they can not concentrate fully on the disaster and how to stop the flow of oil. No, oil executives will continue to spend half of each day dealing with governmental naught heads.
It's time the government recognized their role in this disaster. They are the ones who decided to take the risk of offshore drilling.
