Get some colored duct tape and some bright electrical tape.

Using the electrical tape which is thinner in size wrap just each end of the pencil.

PVC pipe is great for any tubes you may use for magic or to hide things in.
Instead of buying the plastic or metal tubing so to a local lumber yard and see if they have scrap pieces of PVC pipe left over.
They may even give the left over pieces to you.
Again the duct tape makes a great covering for the outside of the tube and you can cut these tape to create unusual designs.
Need a Magic Bag why not use the Capri sun pouches to great a bag and connect all the edges with duct tape.
This is easy and way cool.

You will not see all the tape and it looks cool.
