What"s behind U.S. and Japan"s talk on Nuclear Umbrella?

On July 18 2009, in the meeting of security subcommittee attended by director-general-level officials from the Japanese foreign and defense ministries and their U.S. counterparts, an official framework to engage in periodic talks on U.S. nuclear umbrella had been agreed.

Kurt Campbell, assistant secretary of state for East Asia and Pacific affairs, said after the meeting, "It will be the initial meeting to go deep into the components of nuclear deterrence."

As Kyodo News reported, along with DPRK carrying out the second nuclear test and conducting test firings of missile, Japanese government became more worry about security and safeguard issues. A defense ministry official said that periodic talks can hamper DPRK and other neighbor countries with increasing military strength.

On the other side, Barack Obama suggested to establish a nonnuclear world. As U.S. and Russia restarted the negotiation on strategic arms reduction, Japan is afraid that the nuclear deterrence of U.S. might be weakened.

"We should know how the U.S. nuclear deterrence plays its role." A Japanese official attending the meeting said.

The nuclear umbrella U.S. offers to its allied countries including ballistic missiles with nuclear warhead and nuclear-powered submarine. How to deploy the nuclear force, as well as how the nuclear umbrella will work, are highly confidential information even in U.S. government. U.S. will state the updated nuclear strategy to dispel Japan's anxiety.

Besides to reaffirm the safety commit to Japan and strengthen the security and safeguard system between U.S. and Japan, the purpose of U.S. agreed to hold talks on nuclear deterrence which is highly confidential is, to keep "A Nuclear Japan" at bay.

Although Japanese government restated several times its Three Non-nuclear Principles, some Japanese asked to reconsider about this under the threat of DPRK's nuclear behaves. Such kind of voice also became evident in Korea. In the sight of U.S., if don not control the situation, there might be nuclear arms race.
