23
The Mayor of Los Angeles, Antonio Villaraigosa, who belongs to the Democratic Party, has issued a six-point immigration reform plan.
Mr.
Villaraigosa who was born in Los Angeles, is the son of a Mexican and in the year 2006, he became the mayor of the state.
During that time, millions of undocumented immigrants in the United States protested against the immigration laws of the country that are against the undocumented immigrants and Mr.
Villaraigosa who addressed the gathering, stated that human beings are not illegal.
Now, Mr.
Villaraigosa has made proposals for the immigration reform and his proposal states that the country must create a path to Green Cards for the undocumented immigrants in America.
His second proposal states that the undocumented immigrants must be granted lawful status after they undergo background checks.
Moreover, undocumented immigrants who wish to become lawful residents, must learn English and must know about the country and they must also pay their back-taxes along with fines.
He says that temporary status or conditional status will not help the country and the undocumented immigrants in the country and that will not be a comprehensive immigration policy.
He is also concerned about family unity and he says that the country must make sure that the families are not separated.
At times, family members of US citizens and Green Card holders, wait for decades, to get their visas and to get into the United States and Mr.
Villaraigosa says that the wait times must be reduced.
His proposal also states that the foreign students who study in America and who hold advanced degrees in STEM fields must be granted lawful status and Green Cards.
He wants the president to expand the H-1B visa program and he says that programs that would grant non-immigrant visas to farm workers and low-skilled workers must be implemented.
He also says that the employment verification system must be reformed and a system that will prevent unlawful employment must be implemented.
America spends a lot on border enforcement and Mr.
Villaraigosa says that the country's borders must be protected by smart enforcement.
According to Mr.
Villaraigosa, if the DREAMers are brought out of the dark and if they are encouraged to study and improve their job skills, they will in turn contribute to the country's economy.
Moreover, President Obama has stated that immigration is one of the most important issues that he will focus on, in his second term.
The Pew Hispanic Center that focuses on immigration, states that there are more than 11 million undocumented immigrants, living in America and that most of them are Mexicans.
All the undocumented immigrants in the country now believe that President Obama will implement immigration laws that would help them.
