According to the Citizenship and Immigration Canada website, a new regulation has been put up, which will affect some newly sponsored spouses or partners. It is important that benefactor of spouse sponsorship is aware, in which ways this new regulation affect him/her.

If applicant is in relationship for two or less years and do not have children in common with his/her sponsor, then this regulation has to say that a condition will be attached to the permanent resident status when sponsored spouses or partners arrives in Canada.

What is conditional permanent residence for the sponsored spouse?
In Canada, when anyone who is sponsored, is granted conditional permanent residence, then they have to live in a legitimate relationship with their sponsor for two years. The period of two years starts as one receives the conditional permanent residence and the after the completion of two years the condition is removed.
How one is affected by this new rule?
Application that were received on or after October 25, 2012.
If applicant, the person who is being sponsored has been in a relationship for two or less years and do not have any children with the sponsor.
If applicant has been in relationship for more than two years with his/ her sponsor, he/she is not affected.
If the applicant ahs children in common with his/her sponsor at the time of sponsorship application, he/she is not affected.
Rights of the applicant
When one is granted the conditional permanent residence, he/she are liable for all the rights and privileges that any permanent resident of Canada has. They are mentioned below:
Without any work or study permit one can work and study in Canada.
One has complete access to health coverage and social services.
One is allowed to leave and re-enter Canada.

As this new regulation enforces the applicant to live with the sponsor it does not mean that in case of abuse and neglect, the victim has to be in the abusive situation. Be it conditional or non-conditional permanent residence for the people living in Canada, abuse is not tolerated. Any kind of abuse physical, sexual or child, everything counts as crime and must be reported to the authority.
Understand what abuse or neglect is?
If one feels being intimidated, isolated, dominated or controlled by any other person, this behavior is called abuse. It does not matter if the abuse occurred once or multiple times and contains actions, words, or just negligence. Abuse is being categorized among physical, mental, sexual or money related. It can be a possibility that the victim may face more than one type of abuse by sponsor, ex-partner, or it could any family member also.

Suggestions to deal with such situations
The applicant should be well prepared in advance. God forbid if any of the above situations occurs. Creating a resource list of all the personal communities is one of the very basic tasks. Besides that seeking help from the police and other helpful agencies or organizations like women's shelter, crisis line, lawyers, etc is also an option.
