How to Measure Effectiveness of Probation
- 1). Discover what percentage of offenders in a given area have received probation as a sentence. Calculate what percentage of them re-offended and how many were involved in other kinds of offenses while they were on probation. The effectiveness of probation can be measured in proportion to the percentage of offenders who re-offend in the same or other areas of the law.
- 2). Consider the employment statistics of those on probation. The number of offenders on probation who are gainfully employed will indicate the effectiveness of probation in reducing the cost of housing convicted criminals and helping them become independent and involved in productive activity instead of criminal conduct.
- 3). Research crime statistics in the region. Observe the relationship between the number of people on probation and the rise or drop in the crime rate. If the system is seen as lenient by potential offenders, there may be a rise in the crime rate. A lower crime rate in areas with larger numbers of people on probation would be an indicator of the effectiveness of probation.
- 4). Study the attitudes of those on probation concerning the system. Evaluate their change in beliefs about their own actions, responsibilities and the law enforcement system. Measure positive and negative responses about the probation system and the rehabilitation process. Offenders who express positive attitudes toward the opportunity to rehabilitate themselves and re-enter society as a productive member give evidence to the effectiveness of probation.
- 5). Survey the community to measure attitudes toward crime and law enforcement. If a high percentage of residents live in fear of crime, allowing large numbers of people to be on probation is not effective. If the community displays confidence and trust in law enforcement's ability to protect them and supervise those on probation, then the system can be effective.
