Canada's Federal Skilled Workers program 2013 aims at a selective filtration of the available talent pool that meets economic needs. The amendments come as outcome to the policy adaptation on age, education, official language and employability. The changes were first declared on 19th December 2012 and are to be observed with the policy from 4th May 2013 onwards. The changes were long over-due with the Canada FSW 2013 as the country was witnessing this vacuum on ‘skills' in the labour market. The quantity was always there to match up the industry specifications but the quality aspect was being severely compromised. The lack of skills and occupational know-how made the industry suffer for this deficiency.

CIC makes a mention that immigration should be more reflective of industry wide demand on labour. The available talent pool shouldbe able to provide all the educational and professional qualification that meets industry specifications. Unfortunately so the Canadian economy could do no good on this. The recent specifications now observe a tougher guideline on some key aspects of the immigration policy such as age, education, employability, official language and spouse's skills.

The most prominent alteration is being observed with an increased threshold on age and official language criteria. This policy amendment observes age as key criteria on immigration so that the youngest of the lot gets the visa. The points based assessment allocates most marks to an age bracket of 20-35 years.The intention is to make sure that the immigrant resides in the country for a longer period and gives a better share of his or her productivity. Similarly, a good score is necessary on the official language criteria. The policy believes to emphasize more on the communication part at the work place. An immigrant with a good comprehension of the official language is allocated more marks to the cumulative score. Suggestively, the application must be accompanied with an IELTS certificate ‘International English Language Test Score' to highlight the factor.

As a surprise change the Canada FSW 2013 also includes the skills of the Spouse as addition to the score. The immigration policy considers the employability factor of the spouse as a positive feature on adaptability. A dual supply of skills should make immigration more robust for either side i.e. the immigrant and the Canadian economy. An equal observance is also being made on evaluating the foreign educational credentials. Canada has witnessed the gap in the labour market majorly for this anomaly on education standards. All the education credentials of an immigrant are now being strictly evaluated for their corresponding value to the Canadian standards.

CIC mentions that for long Canada has experienced a shortfall on skills. A dearth has always persisted on the skills criteria as the industry specifications could not be met. The immigration authorities have therefore infused these changes to the Federal Skilled Worker Visa program for a more robust and timely supply of required talent. The changes should make sure that the immigrants are selectively filtered through for the said specifications to meet the challenges of the global world.
