Local Code

• In 2004, Dover officials endorsed the Pennsylvania Construction Code Act as its primary building rules. Although Chapter 69 of the local uniform building code specifies authority for administering permits and fines, no specific requirements are listed for pole-barn construction in Dover.
  
  

Pennsylvania Law

• Most recently revised in 2009, Section 034 Chapter 403 of the Pennsylvania Code lists the uniform construction standards for the state. Generally, any construction permits issued under the law expire if construction has not started within two years of issuance. Inspections are required to review electrical work, plumbing and building materials, though exceptions may be granted if requirements are in conflict with the religious beliefs of the individual or group applying for permits.
  
  

Exemptions

• Three types of structures relevant to pole barns are exempted from the law. First, 403.1(b4) excludes all agricultural buildings. Under 403.1(b12), any structure less than 1,600 square feet — or 40 feet by 40 feet — is not subject to the Uniform Code. Finally, 403.1(b13) states any fairgrounds wishing to build a pole barn for animal display need not conform to the statute, though local authorities will need to permit and inspect electrical service to such a structure.
  
  

Permits and Zoning

• Dover Township requires builders to meet the local zoning standards before construction begins. Property owners must apply for any necessary permits and utilities, such as connections to municipal sewer and water. Building applications must be submitted with a drawing of the proposal and payment of any fees, such as the $1,000 deposit for sewer service. Forms must be submitted to the Dover building department at the municipal building on West Canal Road.
