Rules for Moving Cats from the USA to Mumbai, India

If you are moving to Mumbai, India and you have a pet cat, you don't have to leave it behind. With planning, you can transport your cat to Mumbai by following guidelines from the USDA (United States Department of Agriculture) and APHIS (Animal and Plant Health Inspection Office). Begin working on the paperwork as soon as you receive word that you are going, it can take time to get everything done correctly. - As of October 2010, a cat will need a current, inactivated rabies vaccination; as well as an implanted microchip that complies with ISO standard 11784 to 11785. Other vaccinations may be needed; this will be determined by the USDA-approved veterinarian who completes the health certificate.
- Documentation for a cat traveling to India is extensive. It must be completed correctly to avoid stressful delays or possible refusal at customs checkpoints. According to the USDA and APHIS, the cat will be required to be accompanied by a rabies certificate that includes microchip number, date of inoculation and length of vaccination validity, as well as a micro-chip implantation certification that includes the micro-chip number. Within 10 days of the flight to India, a vet health certificate form 7001 must be filled out and issued by a USDA-accredited veterinarian; the certificate must state that the cat has no clinical signs of Aujossky's disease, Distemper, Rabies, Leishmaoiasis, Leptospirosis and Tuberculosis. Annexure II must be issued by a USDA accredited veterinarian within 10 days of the flight as well. You will need a USDA-stamped endorsement on the microchip implantation record, form 7001 and annexure II. You can take or mail these certificates to the USDA office.
- India requires issuance, in person, of a No Objection Certificate (NOC) before the cat leaves the United States; this temporary permit allows pets to be brought into the country. Online agents such as PetRelocation (see Resources) can apply for the NOC in your place and send it to you.
- There is no actual quarantine in India. As long as you have obtained the No Objection Certificate before your cat flies from its origin, it will be taken to the quarantine center when it arrives. A vet will inspect it and assure that all documents are in order and will be cleared the same day.
