The Juvenile Accountability Block Grants program was passed as an effort to hold delinquent juveniles accountable for their actions. The block program awards federal block grants to 50 states, the District of Columbia, and the five U.S. territories for sub-grants to their local government and tribal agencies. The funds awarded are for programs that not only will deter juvenile delinquency, but also provide training and technical assistance to help states and communities develop, operate and measure the effectiveness of their programs. Each state administering the block grants will choose the department that the grants will work through and the specific requirements for their programs. - The Virginia Department of Criminal Justice has been designated by the governor of Virginia to administer the federal initiative for juvenile accountability. The state of Virgina has proposed priorities for the programs funded under this block grant, such as reducing recidivism of juveniles released from secure environments, addressing mental health and substance abuse needs, providing alternatives to detention, and providing legal representation of juveniles. Grants for this program will be distributed among localities in the state of Virginia.
