OSHA: Standards for Personnel Access Openings
- Whenever workers are higher than 6 feet from the nearest landing, all openings must be protected by guardrail or safety net systems. In situations where guardrails would be impractical, such as a hoisting area where workers must lean out over access openings, other OSHA-approved fall safety systems such as lifelines may be installed. Any employees who will be using these access openings must be trained in the use of whatever safety equipment is installed.
- Any personnel platform in a marine terminal must have an enclosure at the access opening. OSHA recommends an inward-opening, self-locking gate mechanism. Chain-rail systems are also approved, but employees should be trained to stand away from these while the platform is in motion.
- Access openings on crane/derrick personnel platforms must have guardrail systems. Gates to allow the entrance and exit of employees must be outward-swinging. The gate is required to have a restraint mechanism to prevent accidental openings. The platform must have a toeboard to aid in preventing falls.
