To achieve a smooth finish you must first take some time to prepare the walls properly. Follow these simple measures for a smooth application:
The first step is to make use of a paint scraper to remove all of the old chipped paint. Scrape as much of the old paint off as you can. When you have filled in all of the spots, smooth the filled area with a damp sponge and then allow it dry. When dry, sand the area with the sanding block to smooth out any edges that are left.

Choose a high quality brand of paint. You do not need to spend a fortune on a gallon of paint, but you should buy a quality product. Call around to some general contractors in the area and ask them what brand of paint they might suggest that you use. As soon as you possess a name you can call or visit some home improvement stores and check and compare prices. This is an important step because if you choose a less expensive brand of paint it may not cover as well, this means using more than one coat, which also means more paint. Using a primer is an option, but usually is not required. A good brand of paint should cover in one coat. Now and then you may require a further coat to give it a more polished look.

One final tip:
After your new paint has dried, check for any bubbled or uneven spots. If you discover bubbles, lightly scrape the top, fill and retouch. You can buy a small pot of the same colour paint for touch ups.
