You can develop your abs if you aren't working out.

If you're really out of shape make sure you start out slowly.

The next thing is to look at your current diet.
I am sure you've heard the saying that abs are made in the kitchen and this is definitely true.
If you aren't eating healthy you'll continue to pile up fat around your abdominal section.
Even better if you eat healthy some of those foods will have a fat burning type effect and get your metabolism kicked into hypergear.
It's important that you eat at least 5-6 small meals each day to keep your metabolism going.
It's also important to eat protein with each meal if possible.
Good sources of protein are egg whites, cottage cheese, fish, and chicken.
