So I ended him explaining all about CMS and their uses.
But In the end I recommended him to use blog management system like WordPress.
My reason was 2 fold.

It's easier to set up and handle than Most CMS.
2.
With the changes in technology.
End user will have hard time recognizing if it's blog or a website.
So you can have a blog management system in the back end and make it act like a website.
Now how long it takes to set up a word press blog.
5 minutes...
Yes that's how much long it takes to set up a blog.
You need another 5-10 minutes to change the theme of the blog.
Another 10 minutes to set up SEO functions and other helpful plugins.
And that's it, about 25 minutes.
And you are ready to go.
You can write articles, update news items, and do every thing you want with blogs and plugins.
